Main duties of the job

As part of the IT PMO Team you will work in collaboration with our project work streams, ICB and other Trust technical teams to support and deliver the Digital programme of work.

The post holder will be responsible for managing the overarching delivery of digital solutions. In addition, the post holder will need exceptional communication and negotiation skills to quickly develop good working relationships with the relevant teams, suppliers, third party suppliers, senior Trust staff and other key stakeholders.

Detailed job description and main responsibilities

Fully participate as a member of the PMO team in managing and co-ordinating a significant number of PMO activities and tasks

Responsible for the day to day management of individual projects / work streams and provide project management support to the Programme Director, Workstream Leads – PMO;

Manage the Programme’s PMs to ensure that all deliverables are fit for purpose, integrated effectively and implemented on time;

Manage the dependencies and interfaces between projects to ensure their successful delivery in line with strategic objectives;

Use conflict resolution strategies in response to barriers of understanding or acceptance faced by or from the application teams and/or wider Trust audience;

Apply expert technical knowledge and operational experience to the deployment of IT solutions, whilst ensuring that all IG requirements are met;

Lead technical IT based investigations and impact assessments on supplier products;

Manage supplier relationships by establishing robust communications channels with supplier project managers to ensure timely product delivery and fit for purpose criteria;

Ensure that all programme documentation is fit for purpose, accepted and retained in line with Programme Management Office processes;

Handle programme and works stream risks and issues, assisting in mitigating them as far as possible and escalating them to the Programme Board as required;

Interpret highly complex information to inform key decisions that ensure the integrity and delivery of tasks and project work within the Programme meets its set deadline;

Provide professional senior project management to the Trust to assist departments with the delivery of applications, systems and technology solutions that realise the full benefits for patients and the Trust;

Produce and maintain the formal programme documentation required throughout the project lifecycle including the production of Board level reports, plans, policies and procedures;

Develop and maintain strong communications links with key stakeholders, including Programme Boards, conveying complex issues and facilitating desired outcomes with the Head of Digital Programmes

Work flexibly as a member of the PMO management team to ensure the programme delivers a high-quality patient focused service;

Act as an ambassador for the Trust’s PMO Programme at all times;

Identify the impact and support the operational change management resulting from the implementation of any new applications across the Trust;

Provide direct line management responsibility for substantive and project staff in line with Trust policies and best practice;

Use highly developed leadership and influencing skills with the ability to enthuse, motivate and involve individuals and teams across the Trust, such that they understand and work to achieve the Trusts’ performance expectations

Manage the process of identifying and updating the interdependencies between programmes and projects

Person specification:

Skills

Essential

  • Confident user of MS Office and MS Project or other project management tools
  • Management of risks and issues throughout the lifecycle of the project, including the tolerance and escalation of risks and issues.
  • Able to quantify and balance competing requirements within projects
  • Ability to work across teams, departments and organisations in a complex environment

Knowledge

Essential

  • Thorough understanding of how IT supports the delivery of safe patient care within the NHS
  • Be able to manage and deliver large scale IT projects from start up, including scoping

Experience

Essential

  • Proven successful delivery of healthcare programmes
  • Experience of programme management in an NHS environment
  • Experience of managing project budgets and managing project change
  • Proven experience of leading complex projects

Qualifications

Essential

  • Master’s Degree level education or equivalent in a relevant subject or demonstrable significant relevant experience
  • PRINCE2 Practitioner or equivalent
