Description of Job

OIT ONLY RECRUITMENT: This recruitment is open only to current employees of the Office of Information Technology for the State of Colorado. Contractors currently engaged at OIT do not qualify as employees.

As our Legislative Liaison you will support the OIT Executive Staff, serving as a subject matter expert on developing legislative materials; being the conduit of information between the agency subject matter experts and the Legislature; and leads OIT's legislative strategy.

You will be relied upon by the OIT's Executive Director and OIT's Executive Staff to provide expertise on legislative proposals and assist with communications to legislators. You will conduct complex research and analysis on: existing programs; proposals for new legislation; the impact of proposed legislation and/or bills on OIT; and recommend changes (e.g. policy, statutory, systems, programs, etc.) for improvement or action based on analysis to the Executive Staff.

You will be responsible for preparing to engage legislators regarding OIT legislation and budget proposals. Position is responsible for improving the communication of complex IT programs administered by OIT, and all related policies and changes between OIT, legislators, and other key stakeholders. These responsibilities include but are not limited to: legislative and budget proposals; IT project proposals; and designing, developing and distributing executive level communication materials such as Joint Technology Committee and Joint Budget Committee presentations.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

A minimum of five (5) years of demonstrated full time professional experience working in a legislative or public policy environment, including lobbying, direct communication or negotiations with elected officials.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Politically savvy with a proven ability to work within a complex political environment and governmental system.

Excellent negotiation and consensus building skills with proven track record of successful collaboration and engagement, able to bridge divides between groups; ability to work collaboratively with key internal and external leaders, partners, community members and other stakeholders.

Ability to research, analyze and assess bills and recommend potential actions.

Excellent interpersonal, verbal and written communication, and public speaking skills. Ability to translate and communicate complex topics in a variety of forums, tailoring communications to effectively fit and influence the target audience.

Excellent critical thinking skills and judgment.

Holds values that support the organization's equity, diversity and inclusion goals.

Ability to solve complex problems and execute decisions with short deadlines.

Demonstrated knowledge of IT policy concepts such as data privacy, accessibility, artificial intelligence (AI), and federal technology regulatory monitoring (e.g., FCC, NTIA).

Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates "remote from anywhere in CO" in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
